KP Approves Electric Bike Scheme for Women — Peshawar to Go First, Selection Through Computerized Ballot
Khyber Pakhtunkhwa's government has moved its electric bike scheme for women from announcement to actual planning in the space of about a week and the details that emerged in between tell you more about how the programme will actually work than the initial announcement did.
Chief Minister Muhammad Sohail Afridi first raised the idea while addressing the province's 57th cabinet meeting on August 28, describing it as an electric-bike scheme "for sisters across the province." At that point, the announcement was thin on specifics female college and university students and working women would get bikes on merit, and a first phase would launch "soon." No city, no numbers, no process.

That changed on September 2, when Afridi chaired a dedicated follow-up meeting on the scheme itself. This time, officials briefed him with an actual plan: Peshawar would be the launch city for phase one, beneficiaries would be chosen through a computerized ballot to keep selection transparent, and the bikes would be provided completely free of cost to the women selected. Afridi also directed that a steering committee, a technical working group, and a grievance redressal committee be notified immediately, and said the government would fully fund the initiative before extending it to the rest of the province.
Why the Ballot System Matters
Punjab ran into exactly this problem with its own e-bike scheme for students far more eligible applicants than available bikes and used computerized balloting to keep the selection process visibly fair rather than first-come-first-served, where being fast online (or having better internet) becomes the deciding factor. KP appears to be borrowing that same approach for a similar reason: a free electric bike for female students and working women in a city the size of Peshawar is likely to draw far more interest than any first phase could realistically accommodate.
What's Still Missing
Even with the September 2 update, a lot of the practical detail applicants actually need hasn't been released yet. There's no confirmed count of how many bikes phase one will cover, no published eligibility criteria beyond "students and working women," no document checklist, and no application portal. The steering committee and technical working group Afridi ordered to be notified will presumably be the bodies that work out those details before anything opens for applications.
There's also a budget data point worth flagging with a caveat: KP's 2026-27 provincial budget reportedly earmarked around Rs. 2.5 billion for electric bikes and rickshaws combined, though that figure hasn't been directly tied to this specific women's scheme in official statements it may simply be the broader pool this initiative draws from once implementation details are finalized.
The Bigger Picture
The e-bike scheme isn't a standalone move. In the same cabinet address, Afridi said the province would follow it with an electric rickshaw scheme, and separately pushed for faster progress on an electric bus programme for KP's divisional headquarters. Read together, it looks less like a one-off women's welfare announcement and more like the opening piece of a broader electric-transport push the provincial government is building out this fiscal year.
What Interested Women Should Do Now
There's no live application process yet, and there won't be one until the steering committee finishes setting up the mechanics. In the meantime, watch for updates directly from the Directorate General of Information & Public Relations (DGIPR) Khyber Pakhtunkhwa or verified APP wire reports, rather than any WhatsApp forward or Facebook post claiming registration has opened those details simply don't exist yet, and anyone asking for money, CNIC numbers, or OTPs in connection with this scheme is not affiliated with the government programme.
